Once stakeholders have been identified and the development problem has been appropriately situated in terms of target groups, constraints and opportunities, it is important to ensure that lessons learned from other development initiatives are built upon to inform preliminary objectives and strategies.
Examples of Lessons Learned: Lessons learned in transport investments from other countries point to very different transport needs and uses by different categories of stakeholders, depending on their age, gender, socio-economic circumstance or location (rural, urban, peri-urban). Lessons also point to the importance of individual and household surveys to determine the tipping point at which individual members of poor households make decisions to reallocate resources or reduce service use in the face of increased transport user fees.
