Three key questions need to be addressed systematically at the Identification Phase in order to determine whether the proposed initiative is likely to effect children adversely and, if so, in what ways:
- To what extent is the initiative likely to affect incomes and livelihoods for poor households?
- To what extent is the initiative likely to affect access to and quality of services used by children and their families?
- To what extent is the initiative likely to affect social capital for poor households that could impact upon children’s protection (child labour, security, care, violence, etc)?
