The fifth global meeting of the Policy Forum on Development (PFD) took place on the 21st and the 23rd of March, in Brussels. The meeting mobilized representatives from civil society organisations (CSOs) and associations of Local Authorities (LAs), the private sector, representatives from the European Commission and EU Member States.

Objective: Look at the achievements in 2016 and opportunities for 2017 for the PFD, address the main recommendations put forward by the PFD review, debate on the renewal of the PFD and Task Team membership, present the output of the national studies on the implementation of the 2030 Agenda and its second phase.

The European Consensus on Development, a more credible and effective response to more complex and interconnected challenges

Objective: Building on stakeholders' positions on the general direction of EU development policy, discuss how the Consensus could address global/local challenges. The exchanges will focus around two clusters:

  • WHAT: general direction of EU development policy and CSO and LA position on the future of development policy

  • HOW: priorities in terms of Peace/People/Prosperity/Planet and the means of implementation

The role of inclusive partnerships in the implementation of 2030 Agenda: How do/could inclusive multi­stakeholder partnerships foster the implementation of the 2030 Agenda?

A) How can multi-stakeholder partnerships influence the international agenda?

Moderated panel discussion presenting examples of good practices from Habitat III, the second High Level Meeting of the Global Partnership for Effective Development Cooperation (HLM II GPEDC) and COP 22

Objective: To demonstrate the key elements for successful multi-stakeholder partnerships working to implement the 2030 Agenda - Inclusive multi-stakeholder partnerships (1) PDF, Inclusive multi-stakeholder partnerships (2) PDF. The session will aim to determine what is necessary to build stronger and more inclusive partnerships, including fostering an enabling environment for CSOs and LAs - Partenariats inclusifs et multi-parties PDF, Alianzas incluyentes multi-actor PDF.

Working Groups

B) How can the PFD promote an enabling environment to support multi-stakeholder implementation of the 2030 Agenda?

Working groups to discuss examples of good practices of inclusive partnerships from PFD members. Examples will look at what works and why and how these relationships could be replicated in other regions or contexts with the aim of supporting the 2030 Agenda

Objective: To discuss how PFD members work on partnerships and how the PFD could best support their work. Come away with concrete examples of strong inclusive partnerships and related best practices. Special attention will be given to the need of an adequate enabling environment for the participation of CSOs and LAs in these processes.

The Midterm Review, an evaluation of the EU external financing instruments & a debate on their future

Objective: To discuss the main findings of the midterm review of the EU external financing instruments and their future post-2020
