Lao Equity through policy Analysis and Research Networks (LEARN)

The project aims to build an effective public health institute that serves its country as a source of expertise, helps to prevent and control public health problems and addresses inequities, does relevant research, provides expert advice and evaluates public health programmes.

Lao Equity through policy Analysis and Research Networks" (LEARN) is an action aimed to build the capacity of the National Institute of Public Health (NIOPH) in the Lao PDR to become a centre of excellence for the provision of evidence-based and contextually adapted policy advice, training, and other support to enhance decision- and policy-making and to monitor and evaluate the implementation of policies at national and sub-national levels. LEARN will achieve this through strengthening local capacity in co-operation with a range of stakeholders and by fostering linkages and networks in South-east Asia for exchange of practice and experiences. This will enhance the expertise, knowledge and resources of not only NIOPH, but also other key stakeholders such as Ministries, universities, local authorities and civil society organizations, in using evidence to inform policy decisions in public health. As the name of the Action suggests, it will contribute to achieving Universal Health Coverage, addressing inequalities in health services, focus on the social and cultural determinants of health, the efficiency of the health system, and achievement of Millennium Development Goals (MDGs).

Activities:

  • Result 1 More and better evidence is available for policy-makers who are better able to use it for policy-making and programming;
  • Result 2 NIOPH has stronger institutional capacity, including increased financial and human resource management, networks and improved IT;
  • Result 3 The UHS and HSPH graduates have greater capacity in research to generate evidence, especially for nutrition and reproductive health, including costing and socio-cultural determinants of health.
