Support to Civil Society through Multi-annual Indicative Programmes (MIP)
The Multiannual Indicative Programme (MIP) is a 7 year strategic document - currently covering the period 2021-2027 - that elaborates on EU’s engagement with civil society as part of the CSO thematic programme.
The first priority of the CSO MIP is to foster an inclusive, participatory, empowered, and independent civil society and democratic space in partner countries as well as inclusive and open dialogue with and between Civil Society organisations. Specifically, it aims to support global strategic partnership with CSOs through Financial Framework Partnership agreements as well as debate and consultations within Policy Forum for Development and the Global Gateway CSO - LA Advisory Platform. At both global and country level, improving the enabling environment for civil society, promoting CSO participation in policy-making and strengthening their capacities in various fields are key objectives.
The second priority is to foster a better-informed and more inclusive society with a developed sense of co-responsibility for sustainable development, including addressing global challenges such as climate change and inequalities, through the Development Education and Awareness Raising Programme (DEAR). Implemented in Europe, the DEAR programme has three specific objectives. EU citizens are supportive of sustainable development and international cooperation and increasingly aware of global challenges (notably global inequalities and ecological crises); EU citizens, in particular youth, are empowered and actively engaged in promoting sustainable development, including addressing global challenges (notably global inequalities and ecological crises); Global issues and global citizenship education are better integrated into formal and non-formal education in EU Member States.
