Overall objective:
By 2015, the well-being and health situation for 10000 women, 10000 men, 15000 girls and 15000 boys in municipality X is improved as a result of the realisation of the right to water
Outcome:
  • 10000 women, 10000 men, 15000 girls and 15000 boys have equitable and sustainable access, to an adequate and affordable supply of clean water and basic sanitation facilities
  • The capacity of the Ministry is enhanced to develop plans which prioritise resources for those communities and households with the least reliable access to potable water
Risks: Water and sanitation officials are resistant to participatory processes, particularly with children and there is no incentive at Ministry to conduct participatory rural needs assessment. Mitigation strategy: to train senior policy-makers and local officials in child rights, develop regulations and directives on the need to conduct participatory needs assessment with women, children.
Output:
  • 10000 women, 10000 men, 15000 girls and 15000 boys have the capacity to participate in decision-making and delivery of water and sanitation services
  • The understanding and commitment of local water and sanitation officials to girls’ and boys’ needs and interests is enhanced
  • Local water and sanitation plans prioritise resources for marginalized communities and households based on data disaggregated by age, gender, socio-economic circumstance
  • Community water access points and management systems reflect the needs of users including girls, women, boys and men
Risk: Lack of parental consent for children to be consulted or participate in decision-making Mitigation strategy: to get community leaders on-side to convince parents of the value of child participation.
