Child Rights Mainstreaming in the Formulation Phase

During the formulation phase, a detailed programme design will be prepared. This includes setting objectives and expected results, considering risks and assumptions and formulating measurable indicators. Activities will also be determined and resources allocated.

Ideally, when you enter the formulation phase, an EC identification fiche, where child rights are mainstreamed, will already be available.

During the formulation phase, child rights mainstreaming essentially entails:

  • Ensuring that child rights are visibly integrated throughout the programme logic model

  • Drafting a strategy to ensure that children’s voice is heard throughout the programme cycle

If child rights are reflected in project and programme design, accountability is built for stated results and an obligation is made to address child rights considerations during implementation, monitoring and evaluation phases.


NB! For the purposes of this section we will examine the logic model and its components. While the formulation phase also includes a financing proposal, it is assumed that if child rights are adequately reflected in the results chain, they will also be reflected in costed activities linked to the budget. It was not possible to address child rights budgeting within the parameters of this training although useful links are provided on this topic for further reading in the Resources section at the end of this section.
