3.4 The building blocks of a territorial approach to local development (TALD)

A TALD should function as a GPS system

Without a supportive national framework, there is a real risk that territorial development will remain a marginal local endeavour instead of a transformative force. This is why a framework is now proposed, the one of a territorial approach to local development (TALD):

  • A TALD is a multidimensional national policy that reflects a commitment to territorial development.
  • A TALD should enable autonomous and accountable LAs to deliver local development which is endogenous, integrated, multi-scalar and incremental.

The TALD framework is not a rigid model, but as an analytical framework to identify how decentralisation reforms could be connected to the goal of achieving better development outcomes.
