In this video Alfonso García, consultant at VNG International, details how the process of decentralisation started in Bolivia. It is important to notice that decentralisation doesn't happen in a vacuum. There are ways that communities are already organising themselves before the state, through the decentralisation process, reaches them. Therefore it is crucial to think about how to include these existing, complex, indigenous systems of organisation at the local level into the new structures of local authorities that that are introduced through decentralisation.
