Layers of Accountability

Paul Smoke, Professor of Public Finance and Planning and Director of International Programs, at NYU University describes the various possible layers of accountability that often exist in local settings. Therefore we have to be very careful about supporting local governments with resources and building technical capacity in an environment where they may not be able to exercise their autonomy and deliver their functions effectively. By setting up parallel systems at the local level instead of working with or reforming existing systems donors create confusion within the accountability channels.
