Local planning and multi-actor planning: are they the same?
In this short segment Leonardo G. Romeo, Adjunct Professor of Planning at Robert F. Wagner School of Public Service, at the New York University, explains the basic concepts of local planning. Decentralised development planning systems have been developed in many countries, but some key conceptual misunderstandings remain. Genuine local planning occurs when local authorities can both influence the allocation of resources of the local authorities itself and the allocation of resources of other partners in the locality. On the other hand when Local Authorities are only funding the activities for which the central government is responsible in their locality this is not local planning. This distinction can be subtle in practice but is key to the sucess of decentralisation reforms.
