In this short segment Tulia Falleti, Associate Professor at the University of Pennsylvania, discusses the key conditions for effective local participations in decentralisation processes. First, you need some degree of political and fiscal autonomy for local authorities to afford their responsabilities. Secondly for local participation to have enhancing democratic features there needs to be some level of political competition and freedom of expression at the local level. These two conditions provide an environment for meaningful local community participation.
