The UDTF focuses on supporting partner countries in their urban development challenges. It delivers technical assistance and policy advice to improve the quality and impact of the EU’s interventions in urban development at all levels—local, regional and global—with a focus on Africa, Asia, the Caribbean, and Latin America. Integrated urban planning coupled with greener infrastructure and coordinated urban expansion can increase a city’s urban resilience while minimizing the negative environmental impacts of human settlement.

I am Consultant Prof. Dr. Eng. Adel A. Elbaset, a professor of Electrical Power Engineering with more than 30 years of academic, research, and consulting experience. I currently serve as Vice‑Dean for Student Affairs and previously headed the Electromechanics Department at Heliopolis University, alongside a long career at Minia University as Professor of Electrical Engineering. My work spans teaching, research, laboratory accreditation, and leadership in engineering education.
I am a certified consultant in Renewable Energy Systems, Quality Management Systems, and Electrical Installations, with extensive experience as a Technical Assessor for the Egyptian Accreditation Council (EGAC) on ISO/IEC 17025, conducting audits and evaluations for laboratories, universities, and industrial organizations. I have supported numerous institutions in achieving accreditation and building robust quality systems.
Internationally, I served as an External Evaluator for the European Commission (EACEA) – ERASMUS 2027 programme, and as a reviewer for research and innovation grants in the Gulf region. My academic journey includes post‑doctoral research and visiting professorships in Japan, focusing on frontier technologies in renewable energy and intelligent control.
My research contributions include 90+ publications, several books with Springer and CRC Press, and decades of supervision of MSc and PhD theses in PV systems, wind energy, microgrids, modelling, and power electronics. I have presented at more than 20 international conferences, and delivered thousands of training hours in renewable energy, AI applications, ISO systems, and power system engineering.

I am a highly accomplished and results-oriented professional with over 40 years of distinguished experience as a Principal Systems Engineer, Data Scientist, and Project Manager. I possess a proven track record of success at national, international, and NATO levels, specialising in the strategic development and execution of complex, global transformational R&D security and defence projects. My extensive technology background encompasses Security and C3 Architectures, Cloud/Big Data Architectures, and deep expertise in the NATO Security domain, including Common Criteria for ITSEC certification and Cloud (CCM of CSA) for NATO CIS accreditation. I am a recognised expert in NATO C3I Systems & Interoperability, including Interface Exchange Requirements (IERs), Interface Control Documents (ICDs), Interoperability Validation & Verification (IV&V) and Modelling & Simulation (NATO "(ALT)BMD" Integration Test Bed). As a Senior Data Scientist, I bring advanced expertise in Artificial Intelligence (AI) and Machine Learning (ML), including Large Language Models (LLMs), Generative Pre-trained AI (GPAI), their evaluation trough HELM methodologies and the design and validation of Digital Twins. I am an active member of the Emerging Technologies (AI) WG of the Cloud Security Alliance (CSA) and have been part of the NATO ACT Data Science Group. I am also proud member of the Italian National Association of Professional Engineers since 1989. My management approach is founded on PMBook, Prince 2 principles, integrated within an ISO 9001 quality system, as well as ITIL certification, ensuring effective leadership, team building, and successful project outcomes. I excel at building consensus and fostering cooperation among diverse groups across government, industry, academia, and international organisations. A pragmatic leader, I am adept at exploiting basic research and disruptive technologies to rapidly meet military requirements, emphasising synergy between research, engineering, and end-user involvement from project inception.
