Franco Conzato, an Italian national, has been working in international cooperation for more than 30 years. Since 2021 Franco has served as Senior Expert directly attached to the Director for Sustainable Development and Coordination in DG INTPA. From 1987 till 2001 he served in 3 EU African Delegations: Somalia, Ghana , Ethiopia as Economic Adviser. From 2001 till 2004 he was Country economist in HQs and then moved to Paris in the EU Delegation to OECD and UNESCO. He represented the EU in the OECD-DAC Committee, of which from 2008-09 was DAC Vice-Chair and a Deputy Representative in UNESCOs.
Back in HQs in 2009, he served in several positions in DG INTPA including as Deputy Head of Unit of the Quality Results and Performance Unit ( now known ad INTPA/D4). He has been leading work in programming and, since 2015, in setting a up a results framework for EU external assistance financial instruments. He is currently leading in DG INTPA work on performance-based financing/financing not link to cost.
Following his retirement in July 2024, Franco has signed in December 2024 as Active Senior within the Directorate for Sustainable Development and Coordination in DG INTPA
Amedeo Rizzo is a Doctor of Philosophy (DPhil) in Law at the University of Oxford, Exeter College, and Academic Tutor at St Catherine's College (Oxford). He is undertaking research activities on international corporate taxation and tax policy, under the supervision of Professor Tsilly Dagan.
He is an Academic Fellow at Bocconi University and SDA Bocconi School of Management, where he coordinates the Accounting & Tax Policy Observatory (OFC) and the Transfer Pricing Forum. He is a Transatlantic Technology Law Forum Fellow at the University of Stanford, doing research in Law and Technology. He is the Director of the Innovation Policy Network and a member of the Group of Experts on anti-corruption for Transparency International Italy, advising on corporate and tax law. He works as financial advisor for several companies and is one of the founding partners of the Italian audit company Imperium Audit SpA.
Previously, he worked for the Directorate-General for Economic and Financial Affairs (DG ECFIN) of the European Commission as an external advisor on budget and tax policy, and for the International Tax and Transfer Pricing Team of Pricewaterhouse Coopers, Milan. He also collaborated with the Centre for Budget and Governance Accountability (CBGA), India, on financial transparency issues in Asia-Pacific countries.
As concerns his research activities, he is the author of papers published in national and international academic journals, such as International Tax Studies, International Transfer Pricing Journal, Fiscalità e Commercio Internazionale (Italian), and Novità Fiscali (Swiss), and technical newspapers such as We Wealth, which selected him for the top 300 wealth management influencers’ club. He participated in the publication of the book “Brexit: Scenari fiscali e opportunità per i professionisti italiani” published by IPSOA – Wolters Kluwer Italy and presented at the Camera dei Deputati, the Italian Chamber of Deputies.
Amedeo obtained a Master of Science in Taxation (with distinction) from the University of Oxford, a Master of Science in Law and Business Administration (summa cum laude) from Bocconi University, and a Bachelor’s Degree in Business Administration. He received the Bocconi - Boroli scholarship for being one of the best Bocconi graduates of 2017.

I have attended various universal lectures and have also appeared as a resource person on several international and National television talk show/programmes on policy design on Health sector reform and on public health development programmes, especially on infectious diseases ravaging our population, such as COVID 19 vaccination, the new Malaria vaccine, youth policies and programs on HIV/AIDS prevention campaign (links on YouTube/Eloke Onyebuchi). I have also conducted several seminars and workshop colloquium on healthcare management programmes as a resource person, where I provided the technical lead on policies and program design across the board.
Also, as an author of many International journals and National newspaper published work, I have undertaken some type of advocacy campaigns over the past years, ranging from advocacy campaign to the United Nations Secretary General in 2013 to targeted interventions aimed at improving the quality health of the population to radical restructuring of the entire syringe needle disposable approach within the primary, secondary and tertiary healthcare level.

This collective international experience has demonstrated that reform is technically difficult and complex to implement, hence the need for active partnership between actors for even management of emerging constraints. An effective partnership between actors on advocacy in health reform leads to a well-planned and carefully thought - out advocacy strategy that maximizes efforts to shape the policy debate surrounding health reform; build support and minimize oppositions to health reform initiatives; and motivate actions.
Considering many years of my technical and practical lead in program health design, Polio immunization Local Government facilitator in a USAID/NPHCDA funded project, Research technical officer in a world bank assisted project on HIV/AIDS and a healthcare management consultant, i have decided to live my dream of reducing the complex health issues at the general populations through championing of cost effective life saving health policies and strategies at the international, national and local level.

Mr. Nnamdi Anene has been working in the Ministry of Mines and Steel Development of the Federal Republic of Nigeria since 2008 as a geologist deployed to the Artisanal and Small-scale Mining Department. His roles focus on assisting the Ministry in formulating and implementing policies for the effective development and regulation of the Artisanal and Small-scale Mining sub-sector. Prior to joining the public service, Mr. Anene had a brief stint in the private sector working with a water borehole construction company. He also participated in various geological investigations whilst undergoing the National Youth Service Corps programme at the Nigerian Geological Survey Agency. Mr. Anene has a degree in Geological Sciences. He also obtained a postgraduate diploma in Environmental Management from the Centre for International Postgraduate Studies of Environmental Management at TUD Dresden and a Master of Technology in Environmental Management from the Federal University of Technology Minna, Nigeria.
