Towards Sustainable Development: Greening national development
Training Objectives
The specific objectives of the course are that its participants become:
- Aware of the importance of addressing environment and climate change considerations to contribute to the achievement of the 2030 Agenda for Sustainable Development Goals and the Paris Agreement on Climate Change;
- Aware of the benefits and challenges of integrating environment and climate change in national development planning and budgetary processes;
- Familiar and confident with an approach and tools for integrating environment and climate change in national development planning and budgetary processes;
- Motivated and equipped to support government and other stakeholders to integrate environment and climate change in national development planning and budgetary processes.
Complementarities with other courses and prerequisites:
The course focuses on supporting government counterparts in their own integration efforts and therefore complements the 2-day course “Towards Sustainable Development: Greening EU development cooperation” which concentrates on EC project and programme management cycle, tools and procedures and the 2-day course “Inclusive Green Economy”. Participants are invited to choose the course(s) they attend accordingly. Guidance can be provided by Unit C2 in selecting the most appropriate course(s).

Target Audience
The primary target audience of the course are colleagues from delegations and headquarters who oversee an environmental or climate change portfolio. The training approach will take this fact into account by encouraging these colleagues to take an active role in the course of the training.
The training audience also includes colleagues from delegations and headquarters working on key development sectors which rely on the environmental resources of the country, are sensitive to climate change and/or influence the environment or the climate such as agriculture, energy, private sector development, trade, health, education, governance and other sectors.
When taking place in a developing country, the training course will be open to a number of government officials and other in-country stakeholders. The target group for these is senior government officials – typically, from the Ministry of Finance, other central government agency (e.g. Ministry of Planning), key line ministries, with a key role in the planning and budgetary processes, as well as ministries in charge of environment and climate change.

This course is offered in English and Portuguese.
Content
The course is structured in 9 modules:
Module A: Global challenges and Climate Change
Module B: Development, Environment and Climate Change - Where do they all meet?
Module C: International and EU Policy
Module D: Finding entry points and making the case
Module E: Decision making under climate uncertainty
Module F: Mainstreaming in national planning
Module G: Mainstreaming at the project level
Module H: Mainstreaming in the national budget
Module I: Mainstreaming in country monitoring systems
In addition, participants will throughout the course:
- Explore together based on their experiences of the concepts of integration in national development planning and budgetary processes, environment and climate change, green economy and their relevance to development
- Share their experiences and knowledge
- Contribute by providing feedback and insights on country-led mainstreaming in practice
Interaction and learning is promoted using a combination of presentations, group discussion, group exercises/case studies, videos, and development of individual or team action plans.
The course is practice oriented, with the development of a strategic framework for mainstreaming.
