Mr. Ian Davies advises on corporate governance and executive management, with a focus on sustainable development and evidence-informed support to boards, executives, and political decision makers. He has held senior and executive positions in government such as Advisor to the Treasury Board of Canada; Advisor to the European Union Commissioners for Budget and for Financial Management; Advisor to the European Court of Auditors; Director at the Office of the Auditor General; Director at the Ministry of Health.
More recently Mr. Davies has been Lead Evaluator of the Joint SDG Fund for the Executive Office of the UN Secretary General; Chair of the Independent Review Panel on Performance and Evaluation of the Inter-American Development Bank; Advisor to the Minister of Budget and National Planning of Nigeria on National Performance; Independent Evaluator of the Macro-Economic Policy Division of the UN Economic and Social Commission for Asia and the Pacific; External Reviewer of the International Trade Centre and Enhanced Integrated Framework Fund, on the sustainability of agriculture and export programs. Mr. Davies has worked on a variety of export trade initiatives and innovation funds globally for both multilateral, e.g., World Bank, and bilateral, e.g., UK, funders and commissioners. He also advises private sector firms on corporate governance, risk assessment, due diligence and sustainability.
Mr. Davies' professional experience includes climate-related assignments. He has undertaken climate-financing analyses for mitigation of, and adaptation to, the effects of climate change in Latin America;
conducted evaluability assessments and quality assurance on evaluations of the Global Network of Climate Technology Innovation Centres; BRACED (Building resilience and adaptation to climate extremes and disasters); Climate Smart Agriculture in Zambia; Climate Smart Development in Nepal; the UK Climate Investments pilot programme. He has just completed a two-year continuous developmental evaluation of the Carnegie Climate Governance Initiative on governance of climate altering technologies with a focus on global governance of Carbon Dioxide Removal and Solar Radiation Management.
Mr. Davies engages effectively at the highest levels of governments and organisations. He has successfully coached and advised parliamentarians, ministers, commissioners, boards and directors of national and multinational institutions on governance, leadership, reform, policy formulation and implementation, and accountability. He brings a unique combination of hands-on knowledge and experience of organisational governance and management at national and international levels, strong leadership, conceptual and analytical skills, a demonstrated ability to work meaningfully across different cultures stemming from his personal background and social training as well as the ability to work seamlessly in English, French and Spanish.
Mr. Davies holds a post graduate degree in Public Administration. His educational background also includes mathematics, social science research, economics and public financial management.
He is a Credentialed Evaluator (CE), member of the Credentialing Board of the Canadian Evaluation Society, former President of the European Evaluation Society, former chapter President and Board member of the Canadian Evaluation Society, founding member of the International Evaluation Academy. Mr. Davies is a frequent speaker at professional conferences, university lecturer and researcher.

I am currently working in the financial area of Ibercaja Bank as an economic analyst. We are responsible for studying and analyzing the economic and financial situation at the international, national, and local levels. I’m a development professional with hands-on experience in international cooperation and programme implementation, most recently through my work with the UNDP’s Tax for SDGs Initiative. I supported coordination across 17 African countries, strengthened stakeholder engagement, and contributed to aligning tax systems with the Sustainable Development Goals.
With a Master’s in Development Studies and a background in International Relations and Economics, I bring strong analytical, organisational, and intercultural skills. I’m actively looking for opportunities to contribute to international cooperation through meaningful roles in institutions like the European Commission or the UN system, supporting the design and implementation of impactful, results-oriented programmes — particularly in Latin America.
I am a senior executive with 20+ years of experience in programme management, trade and investments, with a strong track record in EU- and donor-financed projects. I have worked extensively in Ukraine, the EU and partner countries, implementing programmes that supported democratic transition, institutional strengthening, private sector development and European integration.
As founder and director of EuroExpert, I have led advisory projects under EU4Business, GIZ and other donor initiatives, supporting SMEs, business associations and civil society to access EU markets, improve competitiveness and build cross-border partnerships. I also co-founded the European-Ukrainian Bridge e.V., an NGO with 11 offices across Europe, mobilising civil society and fostering EU-Ukraine integration.
My career includes senior management roles in international companies such as KAEFER and Hilti, where I directed multimillion-euro operations, negotiated investment projects across Eastern Europe and Central Asia, and built international teams. I also managed operations of an IT company in the US, leading digital transformation and organisational development.
I am fluent in English, German, Ukrainian and Russian, with working knowledge of Polish and Czech. I am an active member of the Professional Government Association of Ukraine (PGA Ukraine), engaging in governance and policy dialogue. My expertise lies in designing and implementing EU programmes, managing multi-stakeholder processes, and building sustainable partnerships between the EU, Ukraine and neighbouring regions.
I am particularly interested in contributing to projects under DG NEAR and DG INTPA, focusing on trade, investment, digitalisation, civil society support and resilience building in Eastern Partnership and Central Asia countries. My motivation is to bridge business, government and civil society for long-term impact.
