When creating a new Group or Resource on Capacity4dev you can choose its visibility levels.

Capacity4dev Groups have three visibility levels while Resources have two, which determine who can access and participate in them:
- Public: Public Groups appear in the list of Groups, but only logged-in members can join and collaborate. Public Resources also appear in the list of Resources, but only logged-in members can like, comment, follow and bookmark its content. Anyone can view the Groups’ and Resources’ content.
- Restricted: Restricted Groups are visible only to registered users with specific domain email addresses, depending on the Group's settings (e.g., @eeas.europa.eu or @ec.europa.eu). Only Capacity4dev members with matching domain email addresses can view and join these Groups. Similarly, only Capacity4dev members with matching domain can view Restricted Resources, like, comment, follow and bookmark its content. Note that European Commission and European External Action Service staff, if they have a Capacity4dev account, will have access to all restricted Groups and Resources.,
- Private: Private Groups are accessible only by invitation or direct link. They are not listed in the Groups directory, and only approved members can view and participate in the Group. Resources do not have a Private option, as members cannot join a Resource space.

You need to select one or more organisations from the predefined list of eligible organisations. Only members of the selected organisations will be granted access and able to view the Space.
For a Restricted Group, members of the eligible organisations must request membership to join that specific group and receive notifications with the latest updates. By default, staff from the European Commission and the European External Action Service will have access to Restricted Groups and resources, but they will only be able to access and join them once registered and logged into the platform.
*Note: if you select the option “EU-MS & Nat. Dev. Agencies” (EU Member States and National Development Agencies), all of the organisations on table 1 will have access to your restricted space.

Understanding visibility levels and access permissions is essential to ensuring your Group or Resource is shared with the right audience. If you require any modifications to the existing organisations, do not hesitate to contact us for assistance.
FAQ
You cannot change the visibility level from a higher restriction (Restricted or Private) to a lower restriction level (Public) after the Space creation. However, if you made a mistake, contact us for support.
Anyone on the internet can see content from Public Spaces on Capacity4dev, including visitors that are not registered on the platform.
Resources are not collaborative, and therefore do not require members to Join. However, Resources can be Restricted to ensure different levels of visibility.
No worries! You can always turn to Restricted after the creation of the Group. However, the inversed path is not permitted, since we don’t want restricted documents becoming public without members’ notice. If you made a mistake while setting your group or resource visibility, contact us for support.
Non-registered visitors can read and share outside of Capacity4dev public content published in Public Spaces. However, they cannot Like, Comment or Bookmark the content. Not a member yet? Join our International Cooperation Practitioners Community.
- If you are not receiving email notifications from the restricted groups you follow, please check the following:
- Request Membership: To join a restricted group, you need to click "Request Membership" and await approval. If you haven't completed this step, you won't receive notifications.
- Notification Frequency: Once you’re a member, ensure you've set your notification preferences to your desired frequency. You can adjust how often you receive updates (e.g., daily, weekly, or monthly) based on your preferences.
